The Parliament of India consists of the President, the Lok Sabha (House of the People) and the Rajya Sabha (Council of States). Although both Houses participate in making laws, they differ in their composition, election methods, tenure, financial powers and constitutional responsibilities.

The Lok Sabha represents the people directly, while the Rajya Sabha represents the States and Union Territories. The Lok Sabha can be dissolved before the completion of its normal five-year term, whereas the Rajya Sabha is a permanent House. Both Houses generally have equal powers in ordinary lawmaking, but the Lok Sabha has greater authority over Money Bills and the government’s continuation in office. The Rajya Sabha, meanwhile, enjoys special constitutional powers in matters such as legislation on the State List and the creation of All India Services.

Understanding the Lok Sabha and Rajya Sabha difference helps aspirants prepare for UPSC Prelims, GS-II in UPSC Mains and questions related to the Indian Constitution in other government examinations.

Use Code “VIJAY” to Get 75% Off on All Courses

Difference Between Lok Sabha and Rajya Sabha – Indian Polity Notes

The Lok Sabha and Rajya Sabha are the two Houses of India’s bicameral Parliament. The following explanations cover important concepts for UPSC Prelims and Mains.

Who Is More Powerful Between Lok Sabha and Rajya Sabha?

Neither House is more powerful in every parliamentary matter. The Lok Sabha has greater powers in financial matters and in determining whether the Union government can continue in office, while the Rajya Sabha has special constitutional powers and generally enjoys equal authority with the Lok Sabha in ordinary legislation.

The key differences in their powers are explained below.

1. Lok Sabha Has Greater Powers Over Money Bills

Under Article 110, a Money Bill can be introduced only in the Lok Sabha. After the Lok Sabha passes it, the Bill is sent to the Rajya Sabha for recommendations.

The Rajya Sabha cannot amend or reject a Money Bill. It must return the Bill within 14 days, and the Lok Sabha may accept or reject any of the recommendations made by the Rajya Sabha. If the Rajya Sabha does not return the Bill within 14 days, it is deemed to have been passed by both Houses in the form passed by the Lok Sabha.

2. Lok Sabha Controls the Continuation of the Government

Under Article 75(3), the Council of Ministers is collectively responsible to the Lok Sabha. This means the government must retain the confidence of the Lok Sabha to remain in office.

A no-confidence motion can be moved and voted upon in the Lok Sabha. If the motion is passed, the Council of Ministers must resign. The Rajya Sabha can debate and scrutinise government policies, but it cannot remove the government through a no-confidence motion.

Download Daily Current Affairs PDF for Free

3. Lok Sabha Has Greater Authority Over Financial Business

The Union Budget is presented to Parliament, and both Houses discuss it. However, only the Lok Sabha votes on Demands for Grants. The Rajya Sabha can discuss the Budget but cannot vote on these demands.

Money Bills also follow a special procedure that gives the Lok Sabha the final authority over the Bill’s recommendations.

4. Lok Sabha Usually Has a Numerical Advantage in a Joint Sitting

Under Article 108, the President may call a joint sitting to resolve certain deadlocks between the two Houses over ordinary legislation. Since the Lok Sabha has substantially more members than the Rajya Sabha, it usually has a numerical advantage at such sittings.

However, a joint sitting cannot be called for a Money Bill or a Constitution Amendment Bill.

5. Rajya Sabha Has Special Constitutional Powers

The Rajya Sabha has certain powers that are not available to the Lok Sabha acting alone in the same manner. These include:

Article 249: The Rajya Sabha can authorise Parliament to legislate on a matter in the State List if it passes a resolution supported by at least two-thirds of the members present and voting.

Article 312: The Rajya Sabha can authorise Parliament to create one or more new All India Services by passing a resolution with the required two-thirds majority of members present and voting.

Removal of the Vice-President: A resolution to remove the Vice-President must be initiated in the Rajya Sabha and then agreed to by the Lok Sabha.

Therefore, the Lok Sabha has greater authority over financial matters and government accountability, while the Rajya Sabha has important federal and constitutional responsibilities.

How Many Members Are There in Lok Sabha and Rajya Sabha?

The composition of both Houses is governed by the Constitution. The Lok Sabha consists of elected representatives from territorial constituencies in the States and Union Territories. The Rajya Sabha consists of representatives of States and certain Union Territories, along with 12 members nominated by the President.

Composition of Lok Sabha

Article 81 of the Constitution deals with the composition of the Lok Sabha.

Particulars

Details

Maximum Elected Strength

550

Maximum Representatives from States

530

Maximum Representatives from Union Territories

20

Elected Seats Currently Allocated

543

Method of Election

Direct election

Territorial Representation

Parliamentary constituencies in States and Union Territories

Nominated Members

None at present

The 543 elected seats are allocated among parliamentary constituencies across the country. Therefore, older figures that include these nominations should not be used to describe the current composition.

Composition of Rajya Sabha

Article 80 of the Constitution deals with the composition of the Rajya Sabha.

Particulars

Details

Maximum Constitutional Strength

250

Representatives of States and Union Territories

Up to 238

Nominated Members

12

Existing Seat Allocation

245 seats: 233 elected and 12 nominated

Method of Election

Indirect election, except for nominated members

Nature of House

Permanent House

The President nominates 12 members to the Rajya Sabha from among persons with special knowledge or practical experience in fields such as literature, science, art and social service.

Unlike the Lok Sabha, the Rajya Sabha cannot be dissolved. Its members serve staggered six-year terms, with approximately one-third retiring every two years.

How Are Members Elected to Lok Sabha and Rajya Sabha?

The election methods for the two Houses are different. Lok Sabha members are directly elected by voters, whereas most Rajya Sabha members are elected indirectly by elected representatives.

There are three important aspects of representation: representation of States, representation of Union Territories and nominated members.

Difference Between Lok Sabha and Rajya Sabha Regarding Representation of States

Basis

Lok Sabha

Rajya Sabha

Representation

Represents the people in parliamentary constituencies

Represents the States in the Union Parliament

Election Method

Direct election by eligible voters

Indirect election by elected members of State Legislative Assemblies

Election Principle

Universal Adult Franchise

Proportional Representation by Single Transferable Vote

Voting Age

18 years or above, subject to voter eligibility

The general public does not directly elect Rajya Sabha members

Seat Allocation

Seats are distributed among States and constituencies under constitutional provisions

Seats are allocated to States broadly according to population

Nature of Representation

Direct representation of citizens

Federal representation of States

For the Lok Sabha, citizens aged 18 years or above who meet the electoral requirements can vote in their respective constituencies. The Rajya Sabha is a permanent House representing States and Union Territories, with special powers under Articles 249 and 312.

For UPSC aspirants, the most important areas to revise are the composition of both Houses, the election process, the six-year tenure of Rajya Sabha members, the five-year normal term of the Lok Sabha, the 14-day Money Bill rule and the special powers of the Rajya Sabha. These concepts are useful for Prelims factual questions and Mains answers on Parliament, federalism and constitutional institutions. PracticeMock resources can help aspirants revise Indian Polity concepts and practise examination-oriented questions.

Also Read:

Daily Current Affairs for Banking & Govt Exams

Weekly Current Affairs PDF 2026

Daily Current Affairs Quizzes

The Hindu Editorial Vocabulary

UPSC Questions Related to the Difference Between Lok Sabha and Rajya Sabha

Q1. The nominated members have special knowledge or practical experience in areas such as literature, science, art and social service.

The former provision to nominate up to two Anglo-Indian members to the Lok Sabha ceased to operate in January 2020.

Q4. Who Presides Over the Lok Sabha and Rajya Sabha?

The Speaker presides over the Lok Sabha, while the Vice-President of India is the ex-officio Chairman of the Rajya Sabha. Each House also has a Deputy Presiding Officer: the Deputy Speaker for the Lok Sabha and the Deputy Chairman for the Rajya Sabha.

Q5. What Is the Minimum Age to Become a Member of Lok Sabha and Rajya Sabha?

The minimum age for membership is 25 years for the Lok Sabha and 30 years for the Rajya Sabha, under Article 84 of the Constitution.

Q6. Can the Rajya Sabha Pass a No-Confidence Motion Against the Government?

No. The Council of Ministers is collectively responsible to the Lok Sabha under Article 75(3). The Lok Sabha can pass a no-confidence motion against the Council of Ministers, whereas the Rajya Sabha can scrutinise and criticise government policies but cannot remove the government through such a motion.

Q7. Do Both Houses Have Equal Powers to Amend the Constitution?

Yes. A Constitution Amendment Bill must be passed separately by both Houses with the constitutionally required special majority. There is no provision for a joint sitting to resolve a deadlock on a Constitution Amendment Bill.

Difference between Lok Sabha and Rajya Sabha: Compare powers, composition, elections, tenure, Money Bills
