With <strong>\u20b91.14 trillion<\/strong> deployed at near-100% utilisation in FY26, the immediate repair is a proven success \u2014 leaving FY27 to test its resilience at scale.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><u>The Problem That Went Unnoticed for Decades<\/u><\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India&#8217;s Centrally Sponsored Schemes (CSS) are shared-expenditure programmes where the Centre and states split costs \u2014 typically in a&nbsp;<strong>60:40 ratio<\/strong>, or <strong>90:10<\/strong> for special category states.<\/li>\n\n\n\n<li>The Centre allocated&nbsp;<strong>\u20b95.41 lakh crore for CSS in FY26<\/strong>, roughly 50% of total capital expenditure, covering programmes like PM Awas Yojana, National Health Mission, MGNREGS, and Samagra Shiksha. This is the single largest pipeline through which government money reaches citizens.<\/li>\n\n\n\n<li>For decades, this pipeline leaked \u2014 not because of corruption alone, but because of&nbsp;<strong>design<\/strong>.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"982\" height=\"655\" src=\"https:\/\/www.practicemock.com\/blog\/wp-content\/uploads\/2026\/04\/PIc-1.jpg\" alt=\"\" class=\"wp-image-196389\"\/><\/figure>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Before the 2021 SNA reforms, implementing agencies held funds across more than 1.5<strong> million government bank accounts<\/strong>. There was no real-time visibility into utilisation. A rupee released by a central ministry could sit in a district-level account for months \u2014 with no mechanism to flag it.<\/li>\n\n\n\n<li>States had a perverse incentive to let this continue. Parked CSS funds earned interest income, giving state treasuries informal short-term liquidity. Every idle rupee was, in effect, a free loan from the Centre.<\/li>\n\n\n\n<li>The consequence was measurable. In FY25, against a mother sanction of \u20b924,369 crore, only&nbsp;<strong>\u20b913,851 crore \u2014 roughly 50%<\/strong>&nbsp;\u2014 was actually released. Half the sanctioned money never reached its destination.<\/li>\n\n\n\n<li>This was not an anomaly. It was the system working exactly as designed.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><u>SNA-Sparsh Overview<\/u><\/strong><\/h3>\n\n\n\n<p>SNA-Sparsh stands for&nbsp;<strong>Single Nodal Agency \u2013 Samayochit Pranali Ekikrit Shighra Hastantaran<\/strong>. Funds are released only when they are actually needed.<\/p>\n\n\n\n<p>It arrived in two phases:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Phase 1 (July 2021):<\/strong>&nbsp; 1.8 million implementing agency bank accounts were consolidated into just&nbsp;<strong>4,500 SNA accounts<\/strong>&nbsp;\u2014 one per scheme per state. This single move generated projected annual savings of&nbsp;USD 1.2 billion&nbsp;by reducing idle balances. But Phase 1 was still advance-based. Money moved in bulk, just through fewer accounts.<\/li>\n\n\n\n<li><strong>Phase 2 \u2014 SNA-Sparsh<\/strong>:&nbsp;The critical upgrade. A &#8220;pull&#8221; mechanism was added \u2014 funds move only when&nbsp;payment instructions are actually generated&nbsp;by state systems. The Centre&#8217;s money stays with the Centre until the exact moment it is needed. From&nbsp;November 1, 2025, this became mandatory for all CSS.<\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>How the SNA-Sparsh Works<\/strong><\/h3>\n\n\n\n<p><strong>RBI <\/strong>becomes the&nbsp;sole banking channel&nbsp;for all CSS fund flows, eliminating the commercial bank intermediaries that previously earned float income on government money.
