To address this, the Union Budget for <strong>FY26<\/strong> announced a strategic shift with the creation of an <strong>Urban Challenge Fund (UCF)<\/strong> of <strong>\u20b91 lakh crore<\/strong>. This fund marks a departure from traditional entitlement-based grants towards a competitive, performance-linked funding framework designed to incentivize ambition and innovation in urban development.<\/p>\n\n\n\n<p><strong><u>Urban Areas in India:<\/u><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Definition of an Urban Area in India:<\/strong> According to the Census of India, an area is classified as urban if it meets one of two criteria:\n<ul class=\"wp-block-list\">\n<li>It is a <strong>statutory town<\/strong> with a notified urban local body (e.g., a municipality or corporation).<\/li>\n\n\n\n<li>It is a <strong>Census town<\/strong> that simultaneously meets three conditions:\n<ol class=\"wp-block-list\" type=\"1\" start=\"1\">\n<li>A minimum population of <strong>5,000<\/strong> persons.<\/li>\n\n\n\n<li>A population density of at least <strong>400 persons per sq km<\/strong>.<\/li>\n\n\n\n<li>At least <strong>75% of the male working population<\/strong> is engaged in non-agricultural pursuits.<\/li>\n<\/ol>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Challenges Indian Urban Areas Face:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Inadequate Funding and Outdated Models:<\/strong> Urban areas are &#8220;hamstrung by outdated funding models and overburdened infrastructure&#8221;. Capital expenditure on urban infrastructure (excluding real estate) averaged a mere <strong>0.6% of GDP<\/strong> between 2011 and 2018, which is only a quarter of what is required. Most Urban Local Bodies (ULBs) lack creditworthiness and do not generate enough revenue, making them heavily reliant on central and state governments for funding.<\/li>\n\n\n\n<li><strong>Infrastructure Deficit:<\/strong> Indian cities grapple with inadequate infrastructure, including a shortage of affordable housing, poor sanitation and water supply, and severe traffic congestion. Unplanned urban growth has exacerbated issues like pollution and a lack of green spaces.<\/li>\n\n\n\n<li><strong>Governance and Implementation Failures:<\/strong> The laudable objectives of the <strong>74th constitutional amendment (1992)<\/strong>, which aimed to empower cities, have remained &#8220;largely unfulfilled&#8221;. Urban governance is often characterized by inefficiencies, fragmented policies, and a lack of coordination among agencies. Schemes like the <strong>Smart Cities Mission<\/strong> have seen limited private participation.<\/li>\n\n\n\n<li><strong>Rapid Urbanization and &#8220;Urban Creep&#8221;:<\/strong> India&#8217;s urban population is expected to rise sharply, with many areas showing signs of &#8220;urban creep&#8221;. For example, Kerala&#8217;s urbanization is projected to increase from <strong>73.19% in 2022 to 96% by 2036<\/strong>. This rapid, and often poverty-driven, urbanization is significantly underestimating the true scale of the urban challenge.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Solutions to These Challenges:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>A Shift to Competitive Funding:<\/strong> The Urban Challenge Fund is a strategic departure from <strong>entitlement-based grants towards a competitive, performance-linked funding framework<\/strong>. This encourages cities to be more ambitious and innovative in their projects.<\/li>\n\n\n\n<li><strong>Public-Private Partnerships (PPPs):<\/strong> The UCF is designed to &#8220;crowd in private investment&#8221;. The broader use of a PPP model is crucial for leveraging private sector funding and expertise to develop large-scale infrastructure projects.<\/li>\n\n\n\n<li><strong>Financial Empowerment of ULBs:<\/strong> Cities must become better at raising their own resources, including through property taxes and user charges for municipal services. This strengthens their creditworthiness and reduces reliance on external funding.<\/li>\n\n\n\n<li><strong>Capacity Building:<\/strong> Many Tier 2 and Tier 3 cities lack the technical and financial acumen to manage complex projects.
