India is undertaking a significant review of its Minimum Support Price (MSP) formula for key pulses; a move aimed at boosting domestic production and reducing reliance on imports. This initiative is critical as pulses are a staple in the Indian diet and ensuring their self-sufficiency is vital for food security and farmer income. But first, let\u2019s understand the current MSP architecture.<\/p>\n\n\n\n

Minimum Support Price:<\/strong><\/p>\n\n\n\n

The idea of MSP was first proposed in 1966 and it was inspired by the Green Revolution<\/strong>.<\/p>\n\n\n\n

The Minimum Support Price (MSP) for a commodity refers to the price at which the government is obligated to purchase the produce from farmers<\/strong> if the market price falls below this threshold.<\/p>\n\n\n\n

\u00b7       As such, MSPs provide a floor for market prices<\/strong>, and ensure that farmers receive a certain \u201cminimum\u201d remuneration<\/strong> so that their costs of cultivation (and some profit) can be recovered.<\/p>\n\n\n\n

\u00b7       The MSPs serve one more policy purpose. Using them, the government incentivises the production of certain crops<\/strong>, thus ensuring that India does not run out of staple food grains.<\/p>\n\n\n\n

22 Crops covered by MSPs include:<\/strong><\/p>\n\n\n\n

\u00b7       7 types of cereals<\/strong> (paddy, wheat, maize, bajra, jowar, ragi and barley),<\/p>\n\n\n\n

\u00b7       5 types of pulses<\/strong> (chana, arhar\/tur, urad, moong and masur),<\/p>\n\n\n\n

\u00b7       7 oilseeds<\/strong> (rapeseed-mustard, groundnut, soyabean, sunflower, sesamum, safflower, nigerseed),<\/p>\n\n\n\n

\u00b7       3 commercial crops<\/strong> (cotton, copra, raw jute):<\/p>\n\n\n\n

The mandated crops include 14 crops of the kharif season, 6 rabi crops and 2 other commercial crops.<\/p>\n\n\n\n

Please note that there is a separate mechanism for Sugarcane, called the \u201cFair and Remunerative Price<\/strong> (FRP<\/strong>)\u201d. This decision was taken in 2009<\/strong>.<\/p>\n\n\n\n

The MSPs are announced by<\/strong> the Cabinet Committee on Economic Affairs<\/strong> (Union government) on the recommendations of<\/strong> the Commission for Agricultural Costs and Prices<\/strong> (CACP).<\/p>\n\n\n\n

MSP Calculation:<\/strong><\/p>\n\n\n\n

MSP, presently, is based on a formula of 1.5 times the production costs.<\/p>\n\n\n\n

The CACP projects three kinds of production costs<\/strong> for every crop, both at state and all-India average levels.<\/p>\n\n\n\n

\u2013        A2<\/strong> covers all paid-out costs directly incurred by the farmer<\/strong>, in cash and kind, on seeds, fertilisers, pesticides, hired labour, leased-in land, fuel, irrigation, etc.<\/p>\n\n\n\n

\u2013        A2+FL<\/strong> includes A2 plus an imputed value<\/strong> of unpaid family labour<\/strong>.<\/p>\n\n\n\n

\u2013        C2<\/strong>: Estimated land rent<\/strong> and the cost of interest on the money taken for farming are added to A2 and FL.<\/p>\n\n\n\n

In order to calculate MSP, the government uses A2+FL cost. The criticism of A2+FL is that it doesn\u2019t cover all costs, and that a more representative measure, C2, needs to be used.<\/p>\n\n\n\n

For example, in the 2017-18 rabi season, CACP data shows that C2 for wheat was 54% higher than A2+FL. The Swaminathan Commission<\/strong> had also stated that the MSP should be based on the comprehensive cost of production, which is the C2 method.<\/p>\n\n\n\n
