The Institute of Banking Personnel Selection (IBPS) has updated its rules for Persons with Disabilities (PwD) who need scribes while appearing for exams. Here’s a clear breakdown of what’s new, covering eligibility, rules, documentation, time allowances, and key updates you should know. Candidates can check all details in the article below.

Who Can Avail the Scribe Facility?

A scribe is permitted for any candidate who has difficulty writing the examination due to a disability. This includes:

  • All persons defined as persons with disabilities under Section 2(s) of the Persons with Disabilities Act, 2016.
  • Candidates facing obstacles in writing due to disabilities, including:
    • Physical handicaps in writing
    • Visual impairments impeding reading or writing
    • Intellectual disabilities affecting comprehension or expression
    • Any other disability certified by a competent authority that impedes effective participation in the examination.

Important Rules for Using a Scribe

  1. Arrange your own scribe: The candidate has to bring a scribe at their own cost.
  2. Scribe’s qualification
    • Should be 2 academic years below the minimum qualification required for the exam.
    • Should not be more than 3 years below the qualification.
    • Example: If the exam requires a graduate degree, the scribe can be in 1st year of graduation, but not below class 12.
  3. Documents of the scribe– The scribe has to show proof of qualification (10th/12th certificate and college ID).
  4. Declaration form– The details of the scribe are to be provided through a dedicated link to provide such information within 15 days of the closure of the application. Changes will be allowed in case of exigency.
  5. Change of scribe– In case a candidate brings a different scribe other than the one previously informed on the day of examination, including short-notice changes, the same must be updated in the Online Scribe declaration link. The scribe will be allowed, subject to fulfilling the qualifications as mentioned in the guidelines for the examination.
  6. One scribe for one candidate only– A scribe cannot write for multiple candidates in the same IBPS exam.
  7. Misuse is not allowed– If a scribe is caught prompting answers or is not eligible, both the candidate and the scribe can be disqualified and debarred from future exams.

Extra Time for PwD Candidates

  • Candidates who use a scribe or have difficulty in writing will get 20 minutes extra per hour of the exam.
  • Example: For a 2-hour paper, the candidate will get an extra 40 minutes.
  • Extra time will be given only if mentioned in the application form.

Compensatory time:

Availability of compensatory time is as follows:  

  • Candidates who opt for Compensatory time at the time of application will be allowed ‘Compensatory time’ of 20 minutes per hour of examination for candidates with disabilities, having functional limitations in writing as specified in above mentioned guidelines and assessed by the prescribed medical authority, whether they are using the services of a scribe or not.
  • In case the duration of the examination is less than one hour, then the duration of compensatory time will be allowed on pro-rata basis in a fraction of an hour.

Other Key Points

  • The candidate and scribe must communicate only in the exam language chosen in the application form.
  • The scribe can be from any academic stream.
  • Candidates must ensure the scribe is not a candidate in the same exam.
  • Aadhaar verification of both the candidate and scribe may be done by IBPS.
  • PwD reservation is valid only for permanent benchmark disabilities, not temporary ones.
